The CSC scholarship application is not one application. That is the first thing most guides get wrong, and it is the reason so many strong candidates submit into the wrong channel and never hear back. The Chinese Government Scholarship runs through two separate routes with two different deadlines, two different sets of paperwork, and two different bodies deciding your fate. Pick the wrong one and your file may simply sit somewhere nobody reads it.

So this guide walks the process in the order you actually have to do it. It covers the two routes, the agency number that confuses everyone, the new entrance test for bachelor applicants, and what the award is really worth once you land.

What the CSC Scholarship Actually Covers

The China Scholarship Council administers it on behalf of the Ministry of Education, which is why every CSC scholarship application ends up in the same central system regardless of route. People call it CSC, and the name has stuck even though the official label is the Chinese Government Scholarship. It funds bachelor’s, master’s and doctoral degrees, plus general and senior scholar programmes for researchers.

Coverage is genuinely full, not partial. A full award pays tuition, provides university accommodation or an accommodation subsidy, adds comprehensive medical insurance, and pays a monthly living allowance. Undergraduates receive 2,500 RMB a month, master’s students 3,000 RMB, and doctoral students 3,500 RMB (Central South University, n.d.). General scholars get 3,000 RMB and senior scholars 3,500 RMB.

One line matters more than the rest: it does not include your international airfare. Budget for the flight yourself, and for the first month before the stipend cycle starts.

Step 1 — Choose Your Route Before You Start the CSC Scholarship Application

Type A: the bilateral programme

Type A runs government to government. You apply through the Chinese embassy in your country, or through whichever body your own government designates as its dispatching authority for overseas study. Only candidates that authority nominates go forward (Central South University, n.d.).

The upside is that quotas are reserved for your country. The catch is that you are competing inside a national shortlist, and the embassy sets the calendar — not you.

Type B: the university programme

Type B goes straight to a Chinese university that holds its own scholarship quota. Xiamen University, for example, runs roughly 50 awards under this route and takes applications from 1 December to 15 February (Xiamen University, 2026). No embassy nomination is involved. You deal with the university’s admissions office.

Most self-directed applicants end up here, and many apply to both routes in the same season. That is allowed. Holding two Chinese government awards at once is not.

Step 2 — Find the Agency Number Your CSC Application Needs

Nothing in the CSC scholarship application causes more confusion than this field. The agency number is not a personal ID. It identifies the channel you are applying through, and the system routes your file by it.

  • Type A applicants use their country’s number. Indonesia’s is 3602, for instance (Embassy of the PRC in Indonesia, 2025).
  • Type B applicants use the university’s number. Xiamen University is 10384 (Xiamen University, 2026).

Enter the wrong one and the file lands in a queue nobody assigned to your case will open. Ask the embassy or the university directly, in writing, and keep the reply. Do not take the number from a forum post.

Step 3 — Check Whether You Need the CSCA

This is the change that catches returning applicants. From the 2026/2027 intake, bachelor applicants to Chinese Government Scholarship universities must sit the China Scholastic Competency Assessment and submit a valid score (Embassy of the PRC in the United States, 2025). Registration runs through csca.cn.

Five sittings run each year — January, March, April, June and December. Because scores take about a week to release, a December or January sitting is the safe play for a February deadline. Master’s and doctoral applicants are not affected. For them the language bar is the older one: HSK 4 for Chinese-taught degrees, and HSK 3 for general and senior scholar programmes (Embassy of the PRC in Indonesia, 2025). Step 4 — Confirm You Meet the Age and Degree Bars

The age limits are firm, and they are counted at application, not at enrolment (Embassy of the PRC in Indonesia, 2025):

  • Bachelor’s — under 25, with a high school qualification
  • Master’s — under 35, holding a bachelor’s degree
  • Doctoral — under 40, holding a master’s degree
  • General scholar — under 45
  • Senior scholar — under 50, with a master’s degree or an associate professorship

You must also be a non-Chinese citizen in good health. That last part is not a formality. The physical examination form is a required document, and it expires.

Step 5 — Build the CSC Document Set

Assemble these before you open the online form, because the system times out and half-finished files help nobody (Embassy of the PRC in Indonesia, 2025):

  1. Passport copy, valid well past your intended start date
  2. Notarised highest diploma, plus academic transcripts
  3. Language certificate — HSK, or an English score for English-taught programmes
  4. CSCA score report, for bachelor applicants
  5. A study plan or research proposal
  6. Two recommendation letters, for master’s and doctoral applicants
  7. Foreigner physical examination form
  8. Non-criminal record certificate
  9. A pre-admission letter, where the university issues one

The study plan is the part that decides it

Everything above is a checkbox. The study plan is not. Reviewers read it to see whether you have a reason to be at that specific department, and vague ambition reads badly against a proposal that names a supervisor, a research group and a question.

Write it for one university, then adapt. Do not send an identical file to three departments with the name swapped. It shows.

Step 6 — File the CSC Scholarship Application, and Watch the Right Deadline

Here is the trap. There is no single national closing date. Each embassy publishes its own, and they land days apart — the Chinese embassy in Washington set 16 February 2026 for the 2026/2027 round, while the embassy in Jakarta set 8 February (Embassy of the PRC in the United States, 2025; Embassy of the PRC in Indonesia, 2025). University windows differ again.

So find your own deadline on your own embassy’s page, and treat every date in any guide, including this one, as a starting point to verify. Then expect to wait. The US timeline ran interviews in late February, an interview outcome in March, and the final decision in July.

Most systems let you list up to three university preferences. Use all three, and rank them honestly — a stretch, a realistic fit and a safe one beats three long shots.

What Gets a CSC Application Rejected

Patterns repeat, and most of them are avoidable:

  • The wrong agency number, so the file never reaches a reviewer
  • A generic study plan with no named department
  • An expired medical form, or notarisation missing on the diploma
  • A missing CSCA score for a bachelor application
  • Applying to only one university when three preferences were available

Notice how few of those are about academic merit. Admittedly, competition is real. But a surprising share of rejected files fail on process, not on grades — a CSC scholarship application is an administrative exercise before it is an academic one.

Frequently Asked Questions

Can I apply to Type A and Type B at once?

Yes, you can submit through both routes in the same season. You cannot hold two Chinese government awards at the same time, so if both come through you will choose one.

Is the scholarship really full?

A full award covers tuition, accommodation, medical insurance and a monthly allowance. Partial awards exist too. International travel is never included.

How much is the medical insurance worth?

The comprehensive insurance for international students is priced at 800 RMB per person per year, and the scholarship covers it (Xiamen University, 2026).

Do I need a pre-admission letter first?

Often, yes. Many universities want your documents by email before they issue one, and a pre-admission letter strengthens a Type A file considerably. Start that conversation early — some departments take weeks to reply.

When does the CSC scholarship application open?

Broadly, from December to April, with most deadlines clustered in February and March. Check your embassy’s notice for the exact window, because it changes yearly.

Getting the Timing Right

A CSC scholarship application is built backwards from your embassy’s date, not forwards from the day you decide to apply. Notarisation and the non-criminal record take longer than anyone expects, and a CSCA sitting has to be booked weeks ahead. Autumn is when a February deadline is really met.
